This is a Cydia Tweak that was recently released allowing you to give your iOS dock a pretty snazzy look by deliberately overflowing the dock. it gives a "dynamic 'Coverflow'-esque style to your iOS dock". Its a very simple app, the settings are locating in the Settings app under Extensions - Overflow. It works BEST with Infinidock, that way you can add unlimited icons to your iOS dock and be able to "flow" throw them all with a familiar Apple look we all know and love.
