I recently posted short (very amateur) videos on how to install the Hawaiian International Keyboard on iPad and iPhone. You can also use the proper ʻokina and kahakō using the English keyboard too. Less convenient and slower, but it works. If you type a lot of Hawaiian, you may find the Hawaiian keyboard faster.
