iOS 6 Apple TV Beta 2 Gets “Giggle Mode” for Springboard Management – Softpedia

The second iOS 6 beta seeded to developers this week comes with a few enhancements and bug fixes for Apple TV, including the ability to move icons about, just as you would on an iPhone or iPad. The change is not documented in the release notes, apparently.
